  • OpenAI, Google, Meta, and Four Other Companies Sign White House AI Safety Voluntary Agreement

On September 30, CoinDesk reported that six companies, including OpenAI, Google, Meta, Anthropic, NVIDIA, and xAI, have signed a voluntary agreement with the White House to introduce external auditing agencies to assess their AI safety controls. The agreement has no punitive measures and does not set a deadline for implementation; the auditing agencies will be chosen by the companies themselves. Former President Trump described it as having 'moral binding force' and stated that a 10-member board will be established to oversee AI safety. The document requires companies to monitor the risks of their most powerful models during training and usage, including whether they could potentially facilitate cyberattacks or biological threats, and to prevent models from illegally infiltrating computer systems. Reports indicate that there have already been multiple cases of experimental AI agents breaching unauthorized systems prior to the agreement's introduction.
  • SEC Proposes Major Overhaul of Transfer Agent Rules, Cautions Against 'Blockchain Paper Crisis'

On September 30, according to a CoinDesk opinion article, the U.S. SEC proposed its first major overhaul of transfer agent rules since the late 1970s on September 1. Chairman Paul Atkins stated that the rules should reflect current operational practices, including the use of blockchain in securities issuance and share transfers. The article, authored by Joris Delanoue, argues that this is not a blanket endorsement of tokenization but rather an acknowledgment of blockchain's record-keeping capabilities. It warns that if ownership data is scattered across token wrappers, SPVs, broker-dealer ledgers, and off-chain databases, it could lead to a repeat of the 'paper crisis' of the late 1960s. The author asserts that 'tokens are not equity, but equity can be tokens,' and suggests that the SEC differentiate between native on-chain registration and wrappers, use cryptographic credentials or digital IDs to identify holders, and recognize programmable compliance.
  • Bitget Hacker Transfers Approximately $3.9 Million in ZEC to Zcash Privacy Pool

On September 30, CoinDesk reported that a wallet associated with the $387.5 million theft from Bitget transferred approximately $3.9 million in ZEC to the Zcash privacy payment system, making the funds harder to trace. Records show that between UTC 08:15 and 08:46, three transactions totaling 2,746 ZEC entered Zcash's latest shielded pool, Ironwood, accounting for about 15% of the stolen ZEC. On-chain investigator ZachXBT first flagged this movement: the funds were transferred through two addresses funded by the attacker's wallet, which received nearly 18,917 ZEC during the September 24 breach. Transfers within the pool conceal the sender, receiver, and amount; previously, about $6.3 million had been converted from ETH to BTC via THORChain.

The associated usage fees will be directly charged against the enterprise's existing OpenAI procurement commitment, eliminating the need for a new vendor procurement process. This signifies Kimi K3's entry into the mainstream payment settlement channel for OpenAI's corporate clients and marks the first time a Chinese open-source model has entered this corporate procurement system.
  • SEC Chair Atkins: SEC Will Clarify On-Chain Fundraising Rules Even if CLARITY Bill Fails

On September 30, according to Bitcoin.com citing CNBC, SEC Chair Paul Atkins stated on September 29 that even if the CLARITY bill fails in Congress, the SEC will "proceed to provide clear guidance on on-chain fundraising." The bill was voted down in the Senate on September 15, failing to meet the 60-vote threshold with a 49-50 vote. Atkins emphasized that "regardless of legislation, the SEC will act decisively within its statutory authority," but did not specify the form of guidance (exemption, registration pathway, or advisory). Commissioner Hester Peirce, known as the "crypto mom," will leave on October 2, leaving only Chair Atkins and Commissioner Mark Uyeda at the SEC, with a Democratic seat vacant. This year, the SEC remains the sole hope for practitioners regarding regulatory clarity.

  • Metaplanet Independent Director Responds to Series 10 Warrant Controversy: Purchased, Not Granted for Free

On September 30, according to Bitcoin Treasuries, an independent director of Metaplanet, a publicly listed Bitcoin treasury company in Japan, responded to the controversy surrounding the Series 10 executive stock warrants. The director stated that the team purchased the warrants at fair value when the company's financial situation was unclear, emphasizing that 'this is a potentially loss-making investment, not a free grant.' Focusing solely on the exercise price overlooks the actual payment amount, associated risks, the multi-year vesting period, and subsequent lock-up and exercise restrictions.
