Putin proposed a ceasefire in the current frontline area, stating for the first time that he might abandon the highest demand for military action.

according to the Financial Times, sources said that Russian President Putin has proposed to halt the attack on Ukraine on the current front line as part of efforts to reach a peace agreement with Trump. Three sources said that Putin told Trump's envoy earlier this month that Moscow could abandon its sovereignty claims over four parts of Ukraine that are still under Kiev's control. The US subsequently proposed possible solutions, including Washington recognizing Russia's ownership of the Crimean Peninsula, and at least recognizing Russia's actual control of some parts of the four areas it currently controls. This is the first time Putin has formally indicated that Russia may abandon its highest military demands since the conflict erupted three years ago. However, European officials warned that Putin may use this apparent concession as a bait to persuade Trump to accept other Russian demands and impose them on Ukraine as a fait accompli. One person said: "Kiev is currently under a lot of pressure to give up some things so that Trump can declare victory."

  • Ministry of Commerce Spokesperson Responds to U.S. Cybersecurity Announcement on Chinese AI Companies

On September 9, Eastern Time, September 8, the U.S. National Security Agency, Cybersecurity and Infrastructure Security Agency, and Federal Bureau of Investigation jointly issued a statement accusing Chinese AI companies of conducting "industrial-scale" distillation to acquire advanced model capabilities from the U.S. and suggested related defensive measures to American companies. In response, a spokesperson for the Ministry of Commerce stated that China is willing to engage in constructive and professional discussions with the U.S. based on the principles of equality, mutual benefit, and win-win cooperation. However, if the U.S. takes actions to suppress Chinese AI companies under the guise of combating distillation, China will resolutely take countermeasures. It is hoped that the U.S. will work with China to manage risks through dialogue and communication, promoting the benefits of the AI industry globally. (Ministry of Commerce)
  • Ministry of Commerce: Distillation is a Common Technique in AI, U.S. Actions Reflect Double Standards

On September 9, a spokesperson for the Ministry of Commerce responded to questions from reporters regarding a cybersecurity announcement by the U.S. concerning distillation activities of Chinese AI companies. The spokesperson stated that distillation is a common practice in the AI field where various models learn from each other, and it is essentially a neutral technical means used by global model companies, including those in the U.S. This technique can help models improve learning efficiency, enable more effective use of human knowledge, and has positive implications for countries developing their AI industries, unlocking the potential of AI technology, bridging development gaps, and benefiting developing countries and the general public. The actions of the U.S. reflect a typical double standard. China encourages open-source, collaborative sharing in AI, and Chinese open-source models are accessible to global companies, including those in the U.S., facilitating relevant model research and development. Reports from U.S. companies also reveal that they extensively distill Chinese models. In contrast, the U.S. has repeatedly unilaterally accused Chinese companies of engaging in 'industrial-scale' distillation, tarnishing a common industry practice as an aggressive act, which not only reflects U.S. anxiety but also exemplifies double standards.
