He also announced that the 60-day negotiation period stipulated in the memorandum officially began on Thursday. Vance remarked, 'I would say the 60-day period officially starts today.' He added that Iran would not relinquish its right to self-defense, but as part of an agreement with Washington, the U.S. expects Tehran will not possess missiles that could 'broadly threaten the entire world.'
