On October 13, Russian Deputy Prime Minister Novak stated that Russian and American companies have begun negotiations on diesel supply transactions. Novak also revealed that in the first nine months of 2026, Russia supplied energy products worth $21.3 billion to Europe. He mentioned that Russia could potentially supply 3.5 million tons of diesel to the global market each month, returning to previous levels. He noted that the increase in diesel supply from Russia would help partially balance global market supply and demand. Novak reiterated that the domestic diesel market in Russia would not be affected by the resumption of exports.
