According to an announcement from Binance, the zero-knowledge proof (ZK Proof) for its proof of reserves (PoR) snapshot taken on October 31, 2026, at 00:00 (UTC) has been completed. Users holding BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD, and ZEC can verify their balances through the Binance PoR verification tool to confirm that they have at least 1:1 reserve support. Binance stated that approximately 95% of the assets affected by this security incident have been recovered, while about 5% consists of tokens with relatively low liquidity outside the top ten, which will require more time to fully acquire. Binance plans to conduct a new round of snapshots covering more tokens on November 4, with the complete zero-knowledge proof expected to take about 40 to 50 hours to generate. Additionally, it plans to gradually restore more network and asset withdrawals starting tomorrow. Binance reiterated that the losses from the stolen funds will be borne by Binance, not the users. -

Iranian Foreign Minister Reveals 'Two-Day Plan' for US Compliance to Restart Iran-US Negotiations
On November 1, local time, Iranian Foreign Minister Amir-Abdollahian stated in a media interview that the Iranian delegation's visit to Qatar is a continuation of ongoing communication with mediators such as Qatar and Pakistan. Currently, the proposal on the table is essentially the same as Iran's previously proposed 'seven-day plan.' Qatar, Pakistan, and other mediators have conducted multiple consultations and discussions on this, suggesting alternatives that are more feasible and operational than Iran's 'seven-day plan.' Amir-Abdollahian mentioned that one of Qatar's suggestions is to shorten the seven-day deadline to five days or even less. At present, Iran agrees to a 'two-day plan,' which entails: on the first day, the United States will take a series of compliance measures. On the second day, the Strait of Hormuz will reopen, and maritime traffic will return to its previous state. Amir-Abdollahian pointed out that all these issues are now on the table, and as long as the US adheres to Iran's two-day plan, it can pave the way for peace and restore normalcy in the Strait of Hormuz. The path for negotiations between Iran and the US will only open after the US fulfills its commitments and the Strait of Hormuz is reopened.
