Shipyard to Cease IPFS-Related Operations on September 30

On August 25, the IPFS ecosystem development team Shipyard announced that due to Protocol Labs' decision not to renew funding, Shipyard will cease IPFS-related engineering, maintenance, and infrastructure operations on September 30. After the shutdown, core projects such as Kubo, Helia, and IPFS Desktop, which were maintained by Shipyard, will no longer have dedicated maintainers. The future of public infrastructures like ipfs.io and dweb.link, as well as IPFS bootstrap nodes, will be determined by Protocol Labs. Shipyard stated that it will assist with the transition before the end of September.

  • Wintermute Perspective: Bitcoin Loses Support from Capital Inflows, Cautious Outlook on Altcoins

On October 13, Wintermute stated that the Federal Reserve's minutes show that most officials expect another rate hike within the year, with a roughly 20% probability of a rate increase by the end of October. The yield on 10-year U.S. Treasury bonds rose to 5.24%. The S&P 500 rose 1.2% last week to reach a new high, but the crypto market remains weak: U.S. stocks are supported by earnings expectations, while crypto relies more on incremental capital. After a reversal in capital flows, its six-week counter-trend rally is difficult to sustain. Bitcoin fell last week from $86,000 to $87,000, dropping to around $80,400 on Thursday before rebounding above $83,000. The U.S. spot Bitcoin ETF saw a net outflow of approximately $679 million last week, the largest single-week outflow since late June, while the Ethereum ETF experienced a net outflow of about $542 million. Wintermute noted that only when long-term yields stabilize and spot ETF funds see a return to net inflows will the outlook improve. Currently, the downside risk for Bitcoin is high, making it unwise to chase low-quality altcoins; if the yield on 30-year U.S. Treasuries breaks 5.64% or Bitcoin continues to struggle around $82,500, a cautious stance will be adopted.

On October 13, the German think tank IFO stated that if access to artificial intelligence training data becomes further restricted, Germany could lose an additional value of €155 billion (approximately $173.43 billion) each year. IFO's research indicates that by 2034, generative artificial intelligence could contribute €440 billion annually to the German economy, but if access to training data is limited, this increase would be reduced by €155 billion. IFO expert Oliver Falck emphasized that anyone aiming to develop leading AI models in Europe should not impose unnecessary restrictions on obtaining training data, as 'you cannot have both.' (Jinshi)

  • Release of the Research Report on Ethical Governance of Embodied Intelligence

On October 13, the National Artificial Intelligence Standardization Overall Group released the 'Research Report on Ethical Governance of Embodied Intelligence.' The report focuses on the ethical governance of embodied intelligence, systematically summarizing governance proposals from the perspectives of lifecycle governance, technical protection, and standard guidance. It is understood that the ethics of embodied intelligence is a branch of artificial intelligence ethics. The report outlines six categories of ethical risks, including the autonomy of individuals, damage to social relationships and developmental rights, personal injury and public safety, privacy violations and misuse of personal information, bias and discrimination leading to service exclusion, misidentification and overestimation of capabilities, as well as unclear responsibilities and difficulties in event reconstruction. These risks are classified into five levels (R1 to R5) based on the severity of the harm caused. The report proposes six basic governance principles centered on humanity, safety and control, privacy protection, fairness and inclusivity, transparency and explainability, and accountability. Zhang Shizong, Deputy Director of the Information Technology Research Center at the China Electronic Technology Standardization Institute, stated that ethical requirements should be integrated into project design, research and development integration, deployment and operation, and service termination, clarifying the protection requirements and responsibilities at each stage. In terms of technical protection, measures include ensuring physical safety through action constraints, protecting perceptual data through controlled collection, and safeguarding autonomous choice through identity prompts and exit functions. Zhang also indicated that standards will be developed around common fundamentals, governance technologies, governance management, and application scenarios. China will accelerate the development of national standards such as the 'Guidelines for Ethical Governance of Artificial Intelligence and Embodied Intelligence,' systematically conducting research on risk classification and grading, protection function requirements, verification testing methods, and accountability mechanisms to promote the integration of ethical governance requirements into the entire lifecycle of embodied intelligence product project design, research and development integration, and operational deployment.
