National Development and Reform Commission: Accelerating Comprehensive Legislative Framework for Artificial Intelligence

On November 3, the National Development and Reform Commission held a press conference as part of the '14th Five-Year Plan' series to discuss the cultivation and expansion of new growth drivers. Wang Ruomeng, Deputy Director of the Department of Innovation and High Technology Development, stated that there is a broad consensus in society regarding the coexistence of opportunities and risks associated with artificial intelligence. During the '14th Five-Year Plan' period, development and security will be coordinated, with safety integrated throughout the research, application, and governance of artificial intelligence. Wang highlighted four key areas of focus. First, improve the governance rule system by accelerating the foundational and comprehensive legislation for artificial intelligence, enhancing laws that protect common elements such as data, computing power, and algorithms, as well as regulations for key application scenarios, and establishing safety standards and ethical guidelines that cover the entire lifecycle, along with periodic assessments of implementation. Second, optimize the regulatory environment by reasonably setting transitional periods for regulatory policies, providing compliance guidance for different industries, supporting the establishment of regulatory sandboxes for artificial intelligence in various fields, and improving management mechanisms for application, testing, usage, and exit. Third, clarify the collaborative governance responsibilities of government departments, industry organizations, enterprises, and the public, promoting developers and operators to strengthen risk management awareness, timely disclose safety risks, and proactively report safety incidents and vulnerabilities. Fourth, address the social impacts of artificial intelligence by monitoring changes in employment structures, promoting the inclusion of new professions such as model trainers and data annotators into the national occupational classification system, and enhancing monitoring and early warning of employment displacement risks. Additionally, improve traceability capabilities to address issues such as algorithmic discrimination, deep fakes, and privacy breaches, while also strengthening guidance and intervention to prevent addiction and emotional dependency.

  • Binance Reveals $6.3 Billion Theft Process: Hackers Infiltrated for 4 Months, Breached 3 Computers

On November 4, cryptocurrency exchange Binance released a preliminary investigation report on a security incident, detailing the attack process that led to the theft of approximately $6.3 billion in assets. The report states that an engineer, referred to as A, from the wallet operations team downloaded a compromised Homebrew installation package while searching for and installing an AI programming tool in June 2026. After the security team detected anomalies and replaced the relevant devices, A still exposed the wallet infrastructure permissions. The report indicates that the attackers continued to remain dormant. In September, the attackers contacted another software engineer, referred to as B, posing as project directors through a recruitment platform, conducting video and social media interviews, and sending a code repository as an assignment. B downloaded the repository onto their work computer and set it up according to the instructions. One of the files, sized at 3,414 bytes, bypassed terminal security protections and used internal AI tools to find traces related to A. The report states that on October 30, the attackers logged into another employee, referred to as C's, computer and transferred the $6.3 billion. Binance stated that approximately $6.34 billion in assets were affected, with about $2.85 billion frozen or intercepted. The losses will be covered by the SAFU fund and company funds, and as of October 31, 98% of the affected tokens have been replenished.

The attackers also exploited the Ethereum EIP-7702 authorization mechanism, allowing malicious contracts partial execution rights over hot wallets. Binance stated that the company will bear the financial impact of the stolen funds; as of October 31, 98% of the affected token assets have been replenished, while the remaining assets with lower liquidity are still being purchased. • Insiders: Anthropic's Usable Computing Power to Reach 3.5 Gigawatts by Year-End

AI giant Anthropic submitted its S-1 filing last week and is expected to complete a record IPO this month, stirring Wall Street sentiment. On Monday, the company updated its prospectus, revealing impressive growth data, but also highlighting significant expenditure risks. Over the past year, Anthropic has signed numerous computing power procurement contracts to secure resources for training and operating large AI models, betting that soaring demand can cover substantial investments. The updated S-1 shows that Anthropic's revenue for the third quarter reached $17 billion, a twelvefold year-on-year increase and a 47% rise from the second quarter; however, it reported a net loss of $23 billion, with the growth rate slowing from 144% in the previous quarter. By 2045, Anthropic's total commitments for data centers, chips, and computing power procurement could reach $895.4 billion, with nearly $70 billion in contract payments due within the next 12 months. Two insiders revealed that by the end of this year, the company's usable computing power will reach 3.5 gigawatts, enough to supply all households in Chicago; the target is to double this capacity next year. Anthropic is even deeply involved in data center design, hiring infrastructure and supply chain experts, and procuring hardware such as cooling systems from contractors. Its primary competitor, OpenAI, is also making massive investments in computing power, with insiders indicating that OpenAI expects total computing power investments to reach about $750 billion by 2030.
