On September 23, Caixin reported that Cambodian authorities publicly unveiled the internal situation of a large cyber fraud base located in Banteay Meanchey Province, known as "Zone 8" (also referred to as "Wansheng Commercial City" or "Legend Zone"). Established in 2023, this zone covers approximately 120 hectares and is one of Cambodia's largest cyber fraud bases, capable of accommodating up to 20,000 individuals who have been trafficked and forced to engage in cross-border telecom network scams. The facility is fully equipped with offices, accommodations, supermarkets, and internet operation rooms, forming a closed "city within a city." Blockchain intelligence agency Elliptic found that the operating entity of the zone, Legend Innovation, has direct overlaps and connections with the Prince Group, which is sanctioned by the US and UK, in terms of corporate phone registrations, executive activities, and business records. Additionally, the zone previously housed a long-term physical service outlet for "Huione Pay," which was used to facilitate the deposit and exchange of cryptocurrency and fiat currency for personnel within the zone and the black and gray market.
