He suggested that if Bitcoin forks to a new cryptographic scheme in the future, the community could provide a 6 to 12-month window; if these coins remain inactive, the related addresses should be frozen in the new protocol, and approximately 1 million BTC should be removed from circulation. CZ argued that failing to take action would ultimately mean handing over these BTC to the first person capable of using a quantum computer to crack the address, which is not a fair distribution method. The final decision on how to handle this should be determined by community voting, potentially requiring a Bitcoin-related signaling mechanism to express consensus. If Satoshi's associated addresses show no activity, his recommendation is to freeze these addresses in the new protocol and remove the related BTC from circulation.
