Some stakeholders, including Coinbase and Stripe, expressed opposition to the draft after review. Under previous proposals, companies would be prohibited from offering yields on passive stablecoin balances or any similar interest-like products, but activity-based rewards would still be allowed. Given that the Senate Banking Committee currently plans to conduct possible reviews in the last two weeks of April, this means the industry and legislators have about three weeks to resolve other outstanding issues before pushing the Clarity Act from the committee to the full Senate for consideration. Pending issues surrounding decentralized finance (DeFi), token classification, and tokenization are expected to influence the final days before Chairman Tim Scott (R-SC) schedules the review date. -

CoinShares: $414 Million Outflow from Digital Asset Investment Products Last Week
According to CoinShares, digital asset investment products experienced their first outflow in five weeks last week, totaling $414 million. This shift occurred as market expectations for the Federal Reserve's June interest rate meeting changed from a rate cut to a hike. The total assets under management (AuM) fell to $129 billion, reverting to levels seen in early February, roughly equivalent to the early stages of the Trump tariff policy in April 2025. Ethereum was particularly affected by negative sentiment, likely related to news about the Clarity Act, resulting in an outflow of $222 million, bringing its year-to-date net outflow to $273 million, the most severe among all digital assets. Bitcoin also faced a total outflow of $194 million, but it has maintained a net inflow of $964 million year-to-date, while investment products that short Bitcoin saw an inflow of $4 million. Solana was also impacted, experiencing an outflow of $12.3 million. In contrast, XRP was one of the few assets to see inflows, totaling $15.8 million. -
Iran Plans Access and Fee System for Vessels in the Strait of Hormuz
On March 30, according to CCTV, Aladdin Boroujerdi, a member of the National Security and Foreign Policy Commission of the Iranian Islamic Parliament, stated that in light of the current international security situation and external threats, Iran is seriously considering withdrawing from the Treaty on the Non-Proliferation of Nuclear Weapons. Additionally, Iran plans to implement stricter access and fee systems for vessels passing through the Strait of Hormuz. Boroujerdi also mentioned that Iran currently has complete control over this strategic waterway.
