In contrast, prediction markets like Polymarket and Kalshi act as neutral intermediaries, matching trades without taking sides, and earning money through transaction fees. "Prediction markets are not gambling because their structure is not gambling," Brogan said. "They are tools for understanding, hedging, and creating public goods. That is their essential difference."
