PayPal Launches Dollar-Backed Stablecoin, Based on Ethereum

In a filing in federal court in Manhattan, Coinbase said the SEC had no authority to pursue its lawsuit because the digital assets and services it objected to did not qualify as securities, and said the agency has overreached. "Our core argument is simple - we do not offer 'investment contracts' as that term has been construed by decades of Supreme Court and other binding precedent," Coinbase Chief Legal Officer Paul Grewal said.

Worldcoin Nairobi Warehouse Raided by Kenyan Police

Kenyan police raided the Nairobi warehouse of Worldcoin on Saturday, confiscating documents and machines, local news organizations reported Monday. Immaculate Kassait, commissioner of Kenya's Office of the Data Protection, said Tools for Humanity, the parent company of Worldcoin, failed to disclose its true intentions when it registered in Kenya, according to media reports. Police team took Worldcoin data to the Directorate of Criminal Investigations headquarters for analysis, the reports said. Worldcoin was co-founded by Sam Altman, the tech entrepreneur who is CEO of OpenAI, the company behind popular artificial-intelligence tool ChatGPT. Worldcoin aims to promulgate a new way to verify that a user is human and unique on the internet using iris scans, artificial intelligence and zero-knowledge proofs. Verified users can receive grants of the Worldcoin token. Developers can build applications on top of this identification protocol and include a wallet where the Worldcoin token is distributed.

Huobi's Stablecoin Reserves Down 30% Amid Reports of Executive Arrests

A spokesperson for Huobi is denying reports that several executives were arrested in China as outflow from the exchange picks up. Over the weekend, financial media in Hong Kong reported that several executives at Huobi had been taken away by police in China. According to data from Nansen.ai, Huobi’s stablecoin exchange balances have dipped by 33% in the last week, with traders withdrawing $49 million in stables. Earlier, Colin Wu of Wu Blockchain had posted that “a large number of senior executives of offshore cryptocurrency exchanges… have been detained and investigated by the Chinese police” without adding specifics. Data from DeFiLlama shows that Huobi currently has a balance of approximately $2.5 billion. This balance is down from $3.1 billion at the start of the year. On-chain data also shows that some of the exchange’s largest holdings are from tokens connected to the Justin Sun universe of companies and protocols.

Cathie Wood expects another delay for ARK's proposed bitcoin ETF

Cathie Wood said Monday that she's expecting another delay for ARK Invest's proposed spot bitcoin ETF, with the U.S. Securities and Exchange Commission coming to the end of a review period for the fund next week.  "I think you're probably right that Aug. 13 will come and go," Wood said on Bloomberg Television Monday when asked about a possible delay. "I think the SEC, if it's going to approve a bitcoin ETF, will approve more than one at once." The regulator is currently reviewing applications for eight separate funds, having acknowledged most of the recent wave from asset managers including BlackRock, Fidelity, VanEck and Invesco last month. The ARK 21Shares Bitcoin ETF was ahead of the pack and currently has the next looming decision deadline, which the SEC can extend further.
