This plan has been incorporated into pending DAO votes (including Arbitrum governance votes), intention agreements, and subsequent execution to restore the full collateralization of rsETH. Aave stated that it has reached an agreement with KelpDAO and LayerZero on the technical steps required to implement this plan, and related work is currently underway.
